I should be glad of your views as to
whether other Black List firms which are merely cloaks for enemy firms and do not trade independently
should be included in this list.
Detention in all cases will be effected
by the prohibition of export from the Colony of all goods from or to China and Siam, leave to export being given for all goods which do not fall into the categories mentioned above.
